EduPlan is a self-evaluation instrument based on the Irish project SPEAK and mainly foreseen for quality assurance and evaluation of measurements taken in vocational education- and training centres. It supports quality in planning and decision-making, ensures the transfer of educational measurements and initiatives, and leads to quantifiable results. EduPlan can be used as planning tool for quality control in vocational education and training centres.
It supports quality in planning- and decisionmaking-processes, ensures the transfer of educational measurements and –initiatives, and leads to quantifiable results. The intention is to offer EduPlan in a broad range of use within the field of education and further education in all kinds of sectors of the vocational education providers. Through the ongoing application of EduPlan it becomes a basic planning tool for quality control. Quintessentially EduPlan leads to an increasing cooperation amongst educational providers.
In the course of the development of new network formed cooperation forms of educational institutions within the countries and Europe-wide the need for quality assurance measurements grows.
Typical intersections are for example supporting systems to make the transfer from school and vocational training to profession which in many European countries is getting increasingly the focus of education policy interest. The question is, to what extent the quality of educational networks can give us measurable quantifiable data in planning and decision-making processes to be applied in existing training programs and put them into effective results and structures. The goal of the project EDUPLAN is to use the basic concept of SPEAK in a sustainable way, develop it further and use it in the field of dual education, vocational further education and by projects in the transition from school to profession.
EduPlan supports the improvement of the vocational education and training practices and makes them measurable. Hereby EduPlan refers to the European priority “Improvement of the attractiveness of the systems and practices in the vocational education and further education”. It is an operative tool for the evaluation of the quality of educational offers and projects, hereby measuring the workstream and the resources needed in a quantifiable way. At the beginning analysis are made, in which data is identified referring to the transition school to profession in a local and regional context of the participating partners. In addition 3 areas of application are identified, in which the instrument EduPlan is used: in the field of dual education, vocational further education and for projects in the transition school to profession. EduPlan hereby fulfills multiple. It serves as an operative instrument for the determination of the quality of learning opportunities and projects, as an immediate instrument for the questioning of the participants during learning opportunities and projects, and as an evaluation tool for this learning opportunities and projects. Concretely measurable data is delivered for progress indicators, all factors that are important for the organization respectively the project that is being measured. Through this long term effects the necessary readjustments can be found out.
The starting point is the idea of the instrument SPEAK, which systematically records, prepares and analyses the changes and developments.
EduPlan takes a decisive further step, expands its application on the vocational education and uses the Irish instrument in a widened form: as a planning tool, an instrument for the implementation from the micro level of the participant, over the meso level of the offerer to the macro level of networked educational institutions. Thereby relevant data are collected on all stakeholder levels, and by the systematical integration of monitoring and evaluation data in the planning, learning processes are stimulated and the control process continuously improved. In Germany this happens on multiple levels from the apprentice to networked educational organizations (eg “Learning on Place”) to the strategic level of the in-house training companies and organizations who are locally dealing with the transition from school to work (eg “Münchner Kulturfabrik”). For the second year particularly the usability of the instruments will be tested and a business plan for the future use after the project period will be created.
